1. Reply had been received from Welsh Water advising they were aware of the situation regarding sewerage overflow but despite investigation by consultants on their behalf no solution had been recommended and no improvements had been planned to date. Agreement was given by Welsh Water to a full survey of drains in the village and a timescale for this was requested.
2. Owners of Ivy Tower Village had advised that following the sale of individual units all current obligations relating to drainage would be met by a management company which would retain freehold title of properties.
3. Public Entertainment Licence had been received.
4. Replacement of the bollard adjacent to Parsonage Farm Inn had been authorized by P.C.C. Installation is now awaited.
5. No further vandalism had been reported at the Village Hall since the Headmaster of St. Florence School had spoken to pupils, however it was agreed that parents should also be made aware via the Village Newsletter with the warning that the Police would be involved if vandalism continued.
6. Blocked drains between Castle Lane and the village shop were reported to now be clear.
7. At the Council's request it's insurers had provided written details and guidance as to the extent of cover for various events.
8. Quotation for cleaning the village hall was accepted. Cleaning will take place once interior and exterior decoration is complete.
9. Planning Applications
a) Butterfield, St. Florence - First Floor extension over garage to form Granny Flat. Approved.
b) Land adjacent to Laurel Cottage, St. Florence - Residential dwelling - one cottage Rejected.
The planned development was felt to be too large for the plot and the site of the bus shelter appeared to be included in the plans. Concerns were raised that a visibility problem could be created for traffic leaving Greenhayes Avenue and that the unresolved difficulties with sewerage capacity would be added to.
c) Notice of permission was received for construction of one dwelling - Land off Fiddlers Lane, St. Florence.
10. An application for an Occasional Public Entertainment Licence from
Heatherton Sports Park for the evenings of 30.7.03 and 13.8.03 was
approved.
11. P.C.C. had been advised of what appeared to be sewerage leaking into
the Ritec from a pipe by the village shop. Problem had been resolved by
P.C.C. and details of the cause had been requested.
12. It was suggested that the Community Regeneration Officer should be
invited to meet and advise both the Community Council and the Village
Association on his remit.
13. Encroachment of a garden onto part of the river bank between the ford
and the mill bridge had been noticed and this would be investigated.
14. A letter from Pembrokeshire County Council was read out advising that a
survey carried out on it's behalf at the village hall had shown the skateboarding equipment to be unsafe and should not be used in it's present condition. It was agreed that the equipment would be removed immediately. The survey also had concerns over the skateboarding equipment being situated in the car park. Planning application submitted for a separate skateboard area would be chased up.
15. Reconstruction of the bridge next to the Old Mill on the St. Florence to
Penally road is programmed to begin on 6 October 2003. The work will necessitate a road closure for three weeks.
16. Rainwater from Castle Lane is still missing the drain meant to catch it and washing mud onto the road at Bumblers corner. P.C.C to be informed again.
